Biden's speech follows a high-level NATO meeting in the capital of Lithuania, where member states made security promises to Ukraine. On July 11, 2023 during the NATO Summit, Ukrainian President Volodymyr Zelensky addressed a crowd on Lukiskiu Square.

Ukraine has been seeking NATO membership since 2002. Zelenskyy submitted an application for NATO membership in September. In May last year, Sweden and Finland started the formal application process for NATO. This requires the approval of all 30 members. After this summit, Sweden will become the 32nd member of the group.
